USC tops Arizona 38-31 in coach Orgeron's debut

LOS ANGELES (AP) — Although Ed Orgeron claims he isn't a very happy man most mornings, he was ecstatic from the moment he awoke Thursday for his first game as Southern California's interim coach.

"I was just happy to get to represent USC," he said.

That's the attitude Orgeron has spent nearly two weeks attempting to instill in his Trojans, who didn't have much fun during a desultory start to the season under Lane Kiffin.

So far, Orgeron's plan is working well enough to send him to bed in the same marvelous mood.

Nelson Agholor caught seven passes for 161 yards, Javorius Allen rushed for two touchdowns and USC got off to an impressive start under Orgeron with a 38-31 victory over Arizona.

Cody Kessler passed for 297 yards and two TDs as the revitalized Trojans (4-2, 1-2 Pac-12) survived Arizona's second-half rally to win for the stalwart defensive line coach who replaced the fired Kiffin on Sept. 29. Orgeron set a familial mood from the moment USC entered the Coliseum, gathering the players in a circle at midfield for an emotional pep talk and prayer.

"We love Coach O like a dad," linebacker Hayes Pullard said. "We look up to him. That's a great feeling. That's the bond you want to have with your family."

Agholor caught a 62-yard touchdown pass and Tre Madden had a 63-yard TD catch in the first quarter for the Trojans, who had the Coliseum rocking as they roared to a 25-point lead in the first half.

After Garic Wharton caught his second TD pass for Arizona with 4:18 to play, Silas Redd punctuated his season debut for USC with seven consecutive clock-draining runs for 43 yards in a drive that began at the Trojans 4, allowing USC to ensure a sideline shower for Orgeron.

"These men have been fantastic," Orgeron said in his distinctive Cajun drawl. "We really have a close bond here."

Nearly 12 days after Kiffin's stormy four-year tenure ended in a dark airport parking lot, the Trojans played with passion and excitement for Orgeron, who promised to return fun to a season dominated by drudgery. The Coliseum crowd that booed frequently last month amid chants of "Fire Kiffin!" gave several standing ovations to their Trojans in a rare Thursday night game at the historic stadium.

Clay Helton, the Trojans' new play-caller in Kiffin's absence, dialed up an aggressive game plan that succeeded even without star receiver Marqise Lee, who sat out with a sprained knee. Justin Davis also rushed for a score for the Trojans, who racked up 546 total yards.

Orgeron's first game brought a new vibe to the Coliseum, which loves the coach's enthusiasm and passion for USC. Six fans in the front row of the student section painted "COACH O" on their bare chests — a fitting tribute to a coach who was known to rip off his own shirt to fire up his players in his Ole Miss days.

"I think Coach O really brought something special to us," said right tackle Kevin Graf, who was recruited by Orgeron's former boss, Pete Carroll. "Coach O really brought Coach Carroll back. That meant a lot to me."

B.J. Denker passed for 363 yards and four touchdowns for the Wildcats (3-2, 0-2) in their second straight loss.

Ka'Deem Carey rushed for 138 yards in his eighth straight 100-yard game for Arizona, while Nate Phillips and David Richards also caught touchdown passes. Once the Wildcats recovered from the USC offense's biggest plays early on, they controlled much of the second half.

"We waited too late to get going," Arizona linebacker Marquis Flowers said. "We waited too long to try to execute, and we ran out of time. We made mistakes, and they saw the mistakes we made."

Although USC had just two healthy scholarship receivers, Helton regularly called long, daring pass plays — something the notoriously conservative Kiffin rarely tried. USC managed just one pass play longer than 60 yards under Kiffin this season, but the Trojans had two TD catches longer than that in the first 10 minutes against the Wildcats.

Kessler threw a long pass down the middle on the Trojans' first play of their second series. Agholor, the speedy sophomore who replaced Robert Woods in this season's starting lineup, sprinted to make a fingertip catch just 3:39 in, stunning a crowd starved for exciting football.

Madden caught a midrange pass over the middle a few minutes later and romped through the Arizona secondary.

Davis scored from 11 yards out in the second quarter before Allen made a high dive into the end zone for a 28-3 lead. Phillips slipped behind USC's defense for a 57-yard touchdown catch 56 seconds before halftime.

Richards caught a 9-yard TD pass with 6:48 to play, and Wharton pulled the Wildcats within seven points before Redd ran out the clock with a 10-yard run on third-and-8 with 1:38 left. Redd, the Penn State transfer who led USC in rushing last season, had 80 yards on the ground after missing the first five games of this season with a persistent knee injury.

SportsBeat College Football Preview: 2013 Utah Utes

SALT LAKE CITY ? For the first time in the last decade, The Utah Utes did not qualify for a bowl game and the 2013 Utes are aiming to change that.

"We need to win now, there isn't time to rebuild, we need to win now." Utah defensive end Trevor Reilly said at PAC-12 media day.

In order to turn the tide the Utes needed a change on offense. Long time head coach Dennis Erickson was brought on the staff to instill some big play potential and confidence on that side of the ball.

Travis Wilson will need to take the next step and become a force at quarterback for the Utes to be successful.

On the defensive side of the ball there were two major concerns that needed to be cleaned up. The red-zone defense needs to be more stout and Utah needs to find a way to turn over the high-octane offenses of the PAC-12 conference.

Official: HSBC drops dozens of London consulates

LONDON (AP) ? A London-based consular official says that HSBC bank has dropped dozens of foreign missions in London.

Bernard Silver, who serves as president of the Consular Corps of London, said that diplomats across the capital had been left scrambling to find a new bank after being told that HSBC would soon close their accounts.

Silver said he'd been told by British officials that more than 40 different embassies, consulates, and high commissions had been affected.

HSBC said Saturday there were a range of reasons for dropping the missions. The bank was reviewing all its businesses and "embassies are no exception."

Britain's Foreign Office declined to confirm the number of missions involved, saying only that it had sent an unspecified number of diplomats advice on finding a new U.K. bank.

Why Whistle-Blowers Should Watch Out for New Loophole (Op-Ed)

Celia Wexler is a senior Washington representative for the Center for Science and Democracy at the Union of Concerned Scientists (UCS), where she focuses on food and drug safety, protections for scientist whistle-blowers and government transparency and accountability. Does an employee working at a U.S. Department of Defense (DOD) commissary hold a position that is "sensitive" ? one that could compromise national security? If you answered, "no," think again.

Recently, as part of a 2-to-1 appeals court ruling, federal Judge Evan Wallach held that someone who works at a base commissary could get valuable information about troop movements by observing, for example, how many pairs of sunglasses were ordered. Really? Personally, I think a terrorist wanting such information might be more likely to use Google Earth than rely on a report of sunglass supplies.

So why should you care about the status of a commissary worker? The designation of that Defense Department employee has precipitated litigation and become a factor in an agency rule-making that could have far-ranging implications. What happens in the next few months could shake the foundationsof the nation's civil service system. By weakening the ability of a worker to protest his or her removal, the new rules may vastly weaken whistle-blower protections for all federal employees, including federal scientists ? protections that were strengthened only months ago.

The term "whistle-blower" gets used a lot these days, and not everyone who leaks classified information deserves that title. But at UCS, I've had the privilege of meeting federal employees so dedicated to their mission that they risked their careers to expose threats to public health and safety, and other wrongdoing.

U.S. Food and Drug Administration whistle-blowers have exposed the dangers of unsafe drugs, and faced intimidation from agency managers. A mining safety engineer criticized a federal investigation of a mining disaster that covered up both misconduct by the mining company and the government's own lax enforcement, and paid with his career. A consumer-product safety statistician stood up for data that showed the dangers of all-terrain-vehicles used by youngsters, and left out of frustration with agency attempts to first get her to change her conclusions, and then to delay the release of her findings.

Late last year, UCS, in concert with organizations that crossed the ideological spectrum ? and after years of struggle ? enjoyed a victory. With the strong support of President Barack Obama, Congress passed a bipartisan whistle-blower protection law to ensure that federal workers who face retaliation for exposing waste, fraud and abuse at federal agencies have credible rights to fight back. For the first time, the law specifically recognized that a scientist who exposed the censorship or distortion of federal information also was entitled to whistle-blower status.

But not all federal agencies seem to be singing from the same hymnbook. Two federal agencies, the DOD and the U.S. Office of Personnel Management (OPM), are engaged in a legal fight that could create a huge loophole for federal managers who want to evade the new whistle-blower-protection law.

The new whistle-blower law affords federal workers who expose waste, fraud and abuse, or the manipulation or suppression of federal information, the right to fight agency retaliation. And those workers have a process to appeal demotions or terminations. But, those rights may soon be meaningless for the estimated hundreds of thousands of workers in "noncritical sensitive" jobs.

If the DOD prevails in the courts, those who suffer demotions or job losses because an agency declares them as ineligible to hold a "noncritical sensitive"' job could not appeal their removal ? even if the removal actually has more to do with whistle-blowing than security.

Want to retaliate against whistle-blowers? Designate their jobs as "noncritical sensitive" and say they aren't eligible to have that designation.

Which brings us back to the commissary employee. The DOD demoted Devon Northover, a commissary management specialist, and placed Rhonda Conyers, an accounting technician, on indefinite suspension, and offered the same reason for both these actions: The DOD found that neither worker was eligible to hold these positions, which the agency had designated "noncritical sensitive." The workers appealed these job actions to an independent, executive-branch agency that adjudicates such claims, the Merit Systems Protection Board. The MSPB agreed to hear their appeals.

But, both the OPM and the DOD contended that the employees didn't have any appeal rights because their jobs were designated "sensitive" to national security, and if they lost those jobs because they were no longer eligible for that designation, they could not appeal to the MSPB to get them back. The MSPB could only rule on whether the agencies followed the appropriate procedures in denying their eligibility.

So the employees, represented by their union, took the agency to court. The federal judge who heard their case sided with the DOD, and the case now is under appeal. Sen. Chuck Grassley (R-Iowa) has raised concerns about this court case and its potential impact on whistle-blowers, as has Rep. Elijah Cummings (D-Md,). The Department of Justice, in a brief supporting the two agencies, stated that this ruling should not apply to whistle-blowers. But, DOJ didn't explain how whistle-blowers could actually be excluded from this retaliation by designation.

In the meantime, the Office of the Director of National Intelligence (ODNI) and the OPM have added fuel to the fire, proposing a rule that would give agencies nearly boundless power to designate virtually any government job as "sensitive."

The proposed rule makes clear that a noncritical, sensitive designation does not necessarily give an employee access to classified information. It just means that the work that employee does could "have the potential to cause significant or serious damage to the national security." The rule sweeps up many senior agency managers, procurement officers and those experts whose knowledge could damage public health and compromise critical infrastructure, among other things.

Work for the U.S. Centers for Disease Control and Prevention? Your knowledge of infectious diseases likely would make you a candidate for a sensitive designation. An engineer for the U.S. Army Corps of Engineers working on bridges or dams? You may have to slap a "sensitive" label on your job, too. An FDA scientist who reviews new drugs? Surely access to proprietary information on those drugs, or how to use those drugs to harm people, also would make you vulnerable to that designation.

Our whistle-blower coalition is monitoring the federal appeals court decision and the ODNI-OPM regulatory proposal very carefully. We believe that the DOD and OPM should not be proposing regulations until the courts have made a final decision. We also believe that any regulatory action should be postponed in order to give Congress time to act to save the strong bipartisan whistle-blower law U.S. lawmakers passed just last year, and to retain protections for hundreds of thousands of federal employees who could be affected by an adverse court ruling.

But, as important as whistle-blowers are to keeping the government honest and accountable, this court case and regulation jeopardizes another cornerstone of the U.S. democracy, the nonpartisanship of the civil service workforce.

Since 1883, federal workers have worked in a merit-based system, immune from politics. After an election, an incoming administration from the political party in control can't just sweep through and replace thousands of federal employees. Employees also are protected from political pressure. No federal manager can fire an employee for his or her political beliefs, or solicit campaign contributions from the federal workforce.

If a new administration can simply designate your job as "sensitive" and then deem you ineligible to hold that "sensitive" position, the civil-service system pretty much collapses. To me, the potential collapse of a nonpartisan, professional federal workforce seems much more important to U.S. national security than a commissary employee's knowledge of sunglass supplies.

Loperest stole more than $119,000 from the church.

McFann says, "She had endeared herself to many. She's extremely intelligent, extremely personable, very knowledgeable with technology and most importantly, her ability to help others."

McFann, president of the church council, says Loprest used those traits to gain people's trust and then began raiding church accounts.

"She would cut checks to herself, she would increase her pay. She increased her pay, doubled or tripled her pay."

Laura Carter, a US Postal Inspector, says, "She covered her tracks really well. There were never any accounts that the church was overdrawn because of the way she was conducting the scheme."

Postal Inspectors used these surveillance photos from the bank used by the church to track deposits and withdraws.

They found that Loprest would write checks but never issue them. So, the books might "look" correct, but she was actually taking the cash for herself.

McFann says, "There were a number of contributions and causes, people in need, that were never met because the checks were never sent."

This is what made the 120 parishioners of this small church so angry.

McFann says, "I really believe it was a chess game, she loved the challenge, how long can I get by with this? What new approaches can I use?"

Postal Inspectors say oversight is key for any organization, whether it's for-profit or non-profit.

Carter says, "Conduct annual audit with a CPA, volunteers are great, but you need that CPA to give you what's going on with your books."

Janet Loprest plead guilty, and spent one year in jail.

She was also ordered to pay more than $100,000 dollars in restitution back to the church.
